Antecedents 
 


The action of Montada project has to be considered in the context of Euro-Mediterranean cooperation. This project of cooperation is part of Euromed Heritage 4 programme from the European Union and in the strategy for the development of Euro-Mediterranean Cultural Heritage 2007-2013.

The Montada project follows a logic of continuity with previous projects. After the identification of the Mediterranean architectural heritage, the values that contains and the failings that it suffers (Corpus, Corpus Levant), the drawing out of an integrated approach for its prevervation and the implementation of a "method of sustainable rehabilitation" come within the framework of the fundamental objective of reaching a balance between preserving the historical and cultural identity and improving the living conditions of people (RehabiMed); about the Montada project, its new objective is to set up a  participatory model for its promotion as a factor of local development.

Cultural heritage is considered as a public good that is in danger :

• Risk of loss of traditional architecture, despite its great cultural value

• Thousands of people are housed in buildings with precarious conditions

• Low awareness of authorities, policymakers and the general public on the value of this heritage

• Nearly no legal protection 

• Picture of built heritage associated with past and poverty

• Low intervention on existing building stock and lack of consideration of its economic potential

It is in a broader strategic vision that must be considered our action. Beyond the regional context of Maghreb, the vocation of Montada is to be in the long run, a model and an experience generalized on the Mediterranean scale.
